ORGANIZATIONAL CONTEXT:
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:: The humanitarian situation in Cabo Delgado continues to deteriorate due to consecutive climate shocks, insecurity and violence, leading to significant displacement, increase in protection-related issues, disruption of livelihoods, and lack of access to basic services. Since October 2017, Cabo Delgado has been experiencing a series of attacks by unidentified Non-State Armed Groups (NSAG) from the region.
In March 2020, the attacks escalated significantly and show no signs of abating with thousands of civilians have been killed and approximately 700, 000 people have been internally displaced since the outbreak of the violence in 2017. Throughout this 3-year conflict period, the Government has commenced setting up resettlement sites to cater to the steadily increasing number of IDPs. Many IDPs have alternatively taken shelter in the homes of host communities, remaining in dire need of humanitarian assistance, placing additional strain on host families and community resources.
Under the National School Feeding Programme (PRONAE), WFP currently implements directly and in collaboration with local education authority a homegrown school feeding (HGSF) programme in Ancuabe and will be expanding the intervention to more districts of Cabo Delgado in 2025. WFP additionally provides technical support to Government-led HGSF in the province from programme set up to regular monitoring and reporting. The homegrown approach entails beyond onsite meals provision – it is designed to strengthen local markets by prioritizing local procurement of fresh produce from smallholder farmers in the community through implementing schools. To support these efforts, WFP seeks a Programme Assistant in Pemba area office (AO). The objective of this role is to provide support to policy and programme activities that effectively meet food assistance needs, including in school feeding in emergency (SFiE) interventions. The programme assistant will report directly to the school feeding Programme Officer in Pemba.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive): 1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.
3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Support communication and activities with local partners, agencies, NGOs and government institutions.
7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
OTHER POST REQUIREMENTS (details to be determined by Post Managers)::
- Support the implementation of SF activities in the province, including:
- Ensure food delivery, distribution and school preparedness
- Monitoring activities in line with policies and programme guidance
- Run small-size procurement processes for NFIs
- Advise field monitors and build their capacity
- Provide capacity building to project participants and government staff through training and on-the-job support
- Engage with cooperating partners with guidance regarding WFP standard operating procedures
- Ensure regular monthly submission of financial and narrative reporting from cooperating partner
- Backstop of issues, manage locally and report/ request support as needed
- Coordinate with internal and external stakeholders:
- Coordinate food/NFI deliveries with WFP supply chain, schools, retailers/transporters and local authorities
- Work with local/ CO teams to ensure retailers are delivering and being paid on time
- Engage with Supply Chain, Partnership and Finance units at AO to ensure programme delivery
- Engage with SF team in CO for support, reporting and guidance
- Support preparation of donor or MEC missions into the province
- Data collection and insights generation:
- Engage with M&E to ensure minimum monitoring requirements are met and COMET compliance
- Support monitoring data analysis as required
- Provide critical information to HoAO for programmatic decisions, in coordination with CO
- Any other tasks as needed
QUALIFICATIONS AND EXPERIENCE:: Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience: At least 5 Years of related job experience.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE::
- Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
- Has contributed to implementation of programmes.
- Has observed or assisted with policy discussions.
